US Eases Export Controls on Chip Equipment for Samsung and SK hynix in China

In a significant development, the United States has decided to indefinitely suspend export restrictions on U.S.-made chip equipment being sent to Samsung Electronics and SK hynix factories in China. Both companies have welcomed this decision, stating that it resolves the uncertainty surrounding their operations.   1. US Eases Export Controls: The US government has granted approval for Samsung and SK hynix’s semiconductor manufacturing plants in China to import U.S.-made semiconductor equipment without the need for additional permission or time limits. This decision represents an easing of export controls.
  2. Verified End Users (VEUs): Samsung Electronics and SK hynix’s semiconductor factories in China have been designated as “Verified End Users” (VEUs) under U.S. export control regulations. VEUs enjoy a blanket license system, allowing them to export designated items without requiring individual licenses. This designation effectively suspends export controls indefinitely for these companies.
  3. Background – Export Restrictions: Previously, in a bid to limit Beijing’s progress in semiconductor technology, the US had imposed export restrictions on sending semiconductor technology and equipment to China. Samsung and SK were granted one-year waivers from these export restrictions in October 2022, which were set to expire on October 11.
  4. Recognition of Korean Importance: The US decision recognizes the vital role that Korean companies, including Samsung and SK, play in the global semiconductor supply chain. Korean firms are major suppliers, accounting for 60.5 percent of the world’s memory semiconductor production.
  5. Operational Continuity: This decision enables Samsung and SK to continue sending chip equipment to their Chinese factories. It addresses the pressing need to replace outdated equipment and facilitates necessary repairs and upgrades, ensuring the uninterrupted operation of existing facilities.
  6. Positive Response: Both Samsung and SK have expressed their appreciation for the US government’s decision. Samsung intends to collaborate closely with governments to enhance global chip supply chain stability. SK hynix commits to complying with the laws and regulations of each country and contributing to the stabilization of the global semiconductor supply chain.
