China Implements Export Controls on Graphite to Safeguard National Interests

China has recently introduced export controls on specific categories of graphite, a vital material in electric vehicle (EV) batteries, with the aim of protecting its national security and interests. This move comes in response to increasing crackdowns and restrictions on China’s high-tech sector by Western countries. Here, we provide a neutral and informative overview of this development.

  1. Export Controls on Graphite: China’s General Administration of Customs and Ministry of Commerce (MOFCOM) jointly issued a notice on Friday, announcing the implementation of export controls on certain highly sensitive graphite items. These items are essential components used in the production of batteries for electric vehicles.
  2. Effective Date: The new export control measures are set to take effect from December 1. It’s worth noting that China is the world’s largest producer and exporter of graphite.
  3. Temporary Controls Made Official: The types of highly sensitive graphite items that will be subject to these controls were previously under temporary controls but are now being officially regulated. At the same time, temporary controls on five types of low-sensitivity graphite items, primarily used in downstream industries like steel, metallurgy, and chemicals, have been lifted.
  4. Not Targeting Specific Countries: The MOFCOM emphasized that these export controls follow international norms and do not target any specific country or region. Such measures are a common practice worldwide and aim to safeguard national security and interests.
  5. Background: This move comes amid escalating pressures on Chinese companies from Western nations. For instance, the U.S. recently tightened export restrictions on AI-related chips and semiconductor manufacturing equipment destined for China. Additionally, several Chinese entities were added to the U.S. “entity list” for export controls. The European Union has also contemplated imposing tariffs on Chinese-made EVs, claiming that they benefit from state subsidies.

Critical Materials in Global Supply Chain: As the West intensifies its containment efforts against China, access to critical materials for high-end manufacturing has become a significant point of competition. China views measures like these as necessary to protect its security and interests in light of these developments.
  7. Strategic Significance of Graphite: Graphite holds strategic importance in the new-energy industry, with global players fiercely competing in this sector. The ongoing escalation of sanctions in the technological field against China may lead to similar moves in the future.
  8. Environmental Considerations: Experts argue that it is essential for China to implement these regulations to protect its environment and avoid excessive exploitation of its mineral resources. Developed countries rarely develop their graphite mines for resource protection.
  9. Global Graphite Market: China is the leading producer of graphite, accounting for about 65 percent of supplies in 2022, although it ranks third globally in terms of reserves. The new regulation is aimed at ensuring the responsible management of this resource.
  10. Positive Impact on Industries: Experts believe that these measures will benefit the development of the industry and maintain national security. Sensitive graphite products have applications in military, aerospace, and space exploration, justifying the move to protect national security.
