Vietnam and the United States have reached a landmark agreement to lift anti-dumping tariffs on Vietnamese catfish exports to the U.S. This development, formalized on January 17, 2025, in Washington, D.C., highlights strengthened trade relations between the two countries and resolves a long-standing trade dispute.
The dispute originated in 2018 when Vietnam filed a case with the World Trade Organization (WTO) challenging the U.S.’s imposition of tariffs on Vietnamese “tra” and “basa” fish. The WTO case prompted negotiations that culminated in this agreement. Under the new framework, Vietnam’s Vinh Hoan Corporation will be exempt from these tariffs, marking a significant milestone for Vietnamese exporters.
Vietnam’s Ministry of Industry and Trade expressed gratitude for the constructive negotiations, emphasizing that the agreement reflects progress in bilateral trade cooperation. The U.S. Department of Commerce and the Office of the U.S. Trade Representative (USTR) were lauded for their willingness to engage in dialogue.
Initially, the U.S. implemented the tariffs citing unfair pricing practices, which Vietnam contested as inconsistent with international trade rules. As the WTO prepared to issue a final ruling, both nations opted for bilateral discussions, ultimately paving the way for the agreement. This resolution not only resolves the dispute but also demonstrates the value of diplomacy in addressing trade conflicts.
The removal of tariffs is expected to benefit Vietnamese exporters significantly, particularly Vinh Hoan Corporation, a leading supplier of catfish to the U.S. This agreement builds on a history of bilateral cooperation, including a previous resolution involving anti-dumping tariffs on warm-water shrimp.
Both nations view the agreement as a step toward deepening their Comprehensive Strategic Partnership. By resolving this trade issue, Vietnam and the U.S. aim to enhance economic collaboration, strengthen ties, and support growth in key sectors.
