Dozens of U.S. industry associations have appealed to the White House to intervene and help restart the halted negotiations between East and Gulf coast dockworkers and port operators. The current labor contract, affecting approximately 45,000 dockworkers at including six of the ten busiest U.S. ports, is set to expire on September 30.
Negotiations between the International Longshoremen’s Association and the U.S. Maritime Alliance broke down earlier this month, raising concerns about potential disruptions to port operations. In a letter dated June 25, over 150 organizations including the U.S. Chamber of Commerce, the National Association of Manufacturers, and the National Retail Federation, urged President Joe Biden to actively engage in facilitating the resumption of talks.
The letter highlighted the critical timing of the negotiations, pointing out the existing strains on global maritime trade. Recent geopolitical tensions and attacks affecting routes through the Red Sea have already compelled container carriers to opt for longer routes around southern Africa. This adjustment has extended lead times, reduced capacity, and increased freight rates, exacerbating the challenges for global supply chains.
“With all these existing challenges, the last thing the supply chain, companies, and employees — all of which rely on the movement of goods, both imports and exports, through our East Coast and Gulf Coast ports — need is a strike or other disruptions because of an ongoing labor negotiation,” the letter emphasized.
The associations also noted that even the mere threat of a strike could prompt shippers to divert cargo to alternative routes or ports, as evidenced by the cargo shifts to West Coast ports during the prolonged negotiations there in 2023. This trend could reverse, they warned, if the East and Gulf coast ports face disruptions.
The letter concludes with a call to the Biden Administration to ensure that negotiations are resumed promptly to avoid any impact on the crucial flow of goods during the upcoming peak shipping season.
