China has expressed keen interest in joining the Comprehensive and Progressive Trans-Pacific Partnership (CPTPP) free trade agreement, signaling a potential shift in its trade strategy and global economic integration. With the world’s second-largest economy seeking accession, there has been a notable diplomatic outreach, including efforts to enlist support from New Zealand, a key player in the CPTPP framework. However, while China’s aspirations are clear, the path to membership is rife with complexities, and the role of individual member states like New Zealand in influencing the decision remains circumscribed.

The CPTPP, a landmark trade pact established in 2018, emerged as a successor to the Trans-Pacific Partnership (TPP) after the withdrawal of the United States. Its comprehensive scope encompasses various aspects of trade, including tariffs, intellectual property rights, and environmental standards, among others. Given its prominence in the Asia-Pacific region, the addition of China would significantly augment the agreement’s reach and impact.

Formally submitting its application in 2021, China underscored its commitment to furthering economic liberalization and fostering deeper regional integration. This move aligns with China’s broader economic objectives, which include diversifying trade partners and reducing dependence on bilateral agreements. However, the path to CPTPP membership is arduous, requiring consensus among all 12 existing member countries, each with its own set of priorities and concerns.

Recent reports from Beijing have highlighted China’s expectation of a supportive role from New Zealand in its bid for CPTPP accession. As the depository of the agreement, New Zealand holds a unique position in managing the logistical aspects of the pact, although its influence on substantive matters such as membership decisions is limited. Stephen Jacobi, Executive Director of the New Zealand International Business Forum, emphasized this point, noting that while China may seek New Zealand’s support, the ultimate decision rests with the collective will of all member states.

The relationship between New Zealand and China in trade matters dates back to 2008 when New Zealand became the first developed country to establish a free trade agreement with China. This historical context adds nuance to the current dynamics, underscoring the importance of their economic ties and the potential implications of China’s CPTPP membership for both parties.

Jacobi outlined three key criteria for new CPTPP members, including unanimous approval from existing members, adherence to the agreement’s rigorous standards, and a demonstrated commitment to upholding existing trade agreements. These criteria reflect the pact’s emphasis on maintaining high regulatory standards and ensuring a level playing field for all participants.

Beyond China, several other countries, including Costa Rica, Ecuador, Taiwan, Ukraine, and Uruguay, have expressed interest in joining the CPTPP. This convergence of aspirants underscores the agreement’s appeal as a platform for trade liberalization and economic cooperation.

Despite geopolitical tensions and divergent interests, Jacobi advocated for New Zealand’s support for the inclusion of both China and Taiwan in the CPTPP. He argued that expanding the agreement’s membership would yield mutual benefits for all participants, fostering greater economic integration and reinforcing the rules-based international trading system.

In conclusion, China’s pursuit of CPTPP membership represents a significant development in the evolving landscape of global trade governance. While New Zealand may be approached for support, the decision-making process remains collective, with multiple factors influencing the outcome. As deliberations continue, the implications of China’s potential accession for the CPTPP and the broader international trade order remain subjects of considerable interest and scrutiny.
