US Pharmaceutical Tariffs Expected in Coming Weeks as Review Nears Completion

 The Senate Committee on Finance convened a hearing titled “Revitalizing and Renewing GSP, AGOA, and Other Trade Preference Programs” to address key issues surrounding trade preference programs. During the hearing, U.S. Senator Mike Crapo (R-Idaho) delivered remarks focusing on the importance of these programs and the need for comprehensive trade agreements.

Senator Crapo began by acknowledging the efforts of the previous administration in enhancing engagement with Africa through negotiations for a comprehensive free trade agreement with Kenya. He emphasized the potential benefits of such agreements in promoting economic growth and strengthening diplomatic ties. However, Crapo expressed concern over the decision of the current administration to discontinue these negotiations in favor of a less ambitious framework that lacks substantial tariff reductions and essential trade agreement disciplines.

While Senator Crapo voiced his support for programs like the Generalized System of Preferences (GSP) and the African Growth and Opportunity Act (AGOA), he underscored the need for the United States to prioritize the negotiation of comprehensive trade deals. He argued that such agreements are essential for ensuring fair and reciprocal trade relationships with other countries and maximizing economic opportunities for American businesses and workers.

In light of the ongoing negotiations for broader trade agreements, Senator Crapo urged Congress to take proactive steps to prevent regression in trade policy. He called for the immediate renewal of GSP and early reauthorization of other preference programs such as AGOA to provide certainty to businesses, particularly those making purchasing decisions well in advance. Crapo highlighted the negative impact of the three-year lapse in GSP, citing increased tariffs paid by Americans and the relocation of production from developing countries to China as consequences of the delay.

Renewing GSP was presented as a bipartisan and non-controversial initiative, as evidenced by past overwhelming support in Congress. Senator Crapo noted bipartisan efforts in the House Ways & Means Committee to advance GSP reauthorization and emphasized the need to separate unrelated partisan issues from discussions on preference programs. He urged his colleagues to prioritize the renewal of preference programs without unnecessary linkages to other issues like Trade Adjustment Assistance (TAA), emphasizing the importance of keeping preference programs moving forward to prevent China from gaining an economic advantage.

In conclusion, Senator Crapo expressed his readiness to see GSP, AGOA, and potentially other preference programs passed as a unified package. He emphasized that such action would not only demonstrate the United States’ commitment to its partners, particularly in Africa, but also reaffirm America’s position as a leader in promoting economic development and prosperity worldwide.
