Bangladesh’s ready-made garment (RMG) industry, a crucial contributor to the nation’s economy, faces the specter of economic sanctions from Western partners, notably the United States and European Union. The turmoil follows recent wage protests, factory closures, and concerns about the forthcoming national elections in Bangladesh.

The RMG sector, responsible for over 80 percent of the country’s multibillion-dollar apparel sales, is particularly vulnerable to sanctions, impacting an already fragile economy. The possibility of sanctions arose after the announcement of national elections on January 7, raising concerns about the fairness of the electoral process.

In early December, a significant garment supplier to the US received a warning of potential sanctions in a letter of credit (LC) from a foreign buyer. The LC included a clause stating that transactions involving entities sanctioned by the UN, US, EU, or UK would not be processed.

While the industry leaders and government officials dismiss the threat as a “rumor” and “antigovernment” propaganda, concerns persist about the potential economic fallout, especially for the compliant garment sector. The Bangladesh Garments Manufacturers and Exporters Association (BGMEA) clarified that the issue was resolved through communication with the concerned buyer.

Faruqe Hassan, President of BGMEA, emphasized that the LC was a cautionary clause inserted by the bank on behalf of the buyer and did not represent an official order from any specific country. He acknowledged concerns among factory owners but underscored the speculative nature of ongoing political turmoil in Bangladesh.

As the national election approaches, political unrest has disrupted the country, with the main opposition party, Bangladesh Nationalist Party (BNP), boycotting the election due to concerns about potential rigging. The political climate has contributed to speculations regarding the RMG industry facing economic sanctions.

Khondokar Golam Moazzem, research director of the Center for Policy Dialogue (CPD), acknowledged the role of political upheaval in fueling notions of potential economic sanctions on Bangladesh’s RMG industry. The US has already taken a stern stance, introducing a new visa policy in September to impose sanctions on individuals undermining the democratic election process.

The LC warning coincides with the introduction of the US Presidential Memorandum on Advancing Worker Empowerment, Rights, and High Labor Standards Globally, signaling a focus on labor rights globally. The Bangladesh embassy in Washington, DC speculated that Bangladesh might be targeted under the new US Memorandum.

Zia Hassan, a Germany-based Bangladeshi financial analyst, highlighted the possibility of US sanctions on the garment industry, citing historical patterns of visa sanctions in response to suspected election manipulation. The prospect of sanctions may hinge on issues of workers’ rights and labor abuses.

Labor rights activist Kalpona Akter expressed concerns about the situation, emphasizing that while workers had returned to work after the minimum wage revision, their demands remained unmet. The industry’s claims of protecting workers’ rights were challenged, but Akter underscored the devastating impact sanctions would have on both workers and the economy.

Amidst these uncertainties, the potential for sanctions looms over Bangladesh’s RMG sector, raising questions about the intersection of politics, labor rights, and economic stability.
