The importation of personal computers (PCs) and laptops into India has continued to rise, with a significant portion of these imports coming from China, data indicates. This increase persists despite concerted efforts by the Indian government to reduce dependency on Chinese-made technology products. According to an analysis of the Commerce Ministry’s import-export data bank, nearly 90% of the laptops and PCs imported by India in January originated from China. This marked an increase from December, where China accounted for just over 89%, and from November, when the figure was at 83%. Overall, during the 2023-24 financial year up to January, approximately 80% of all laptops sold in India were imported from China.

These statistics come in the context of the Indian government’s initiatives aimed at curbing the influx of Chinese technology products. In August 2023, the Directorate General of Foreign Trade (DGFT) briefly implemented a policy that classified the import of laptops and PCs as a restricted category. This move was part of a broader strategy to encourage the development of domestic manufacturing capabilities in the technology sector. Simultaneously, the Indian government enhanced its IT hardware manufacturing incentive policy. This policy revision was intended to stimulate the local production of IT hardware through financial incentives, making it a more attractive venture for domestic and foreign investors. The objective was to create a self-sufficient ecosystem within the country’s technology hardware sector, reducing reliance on imports, particularly from China.

Despite these governmental efforts, the impact on import patterns has been limited. The substantial market share of Chinese-made laptops and PCs in India underscores the challenges faced by the Indian government in fostering a robust domestic manufacturing base in the short term. It also highlights the strong market dynamics and consumer preferences that continue to favor imported products, especially those that are cost-effective and technologically competitive.

The ongoing reliance on imported technology, particularly from China, poses questions about the effectiveness of current policies and what further measures could be implemented to support the growth of domestic industries in this vital sector. As the financial year progresses, it will be crucial to monitor how these import trends evolve and whether the government’s incentives begin to bear fruit in terms of increased domestic production and reduced import dependency.
