NTSB Head States Burning of Chemicals After Ohio Derailment Was Unnecessary

During a hearing before the U.S. Senate Commerce, Science, and Transportation Committee, the chair of the National Transportation Safety Board (NTSB) addressed concerns regarding the decision to burn dangerous chemicals following a Norfolk Southern train derailment in East Palestine, Ohio, on February 3, 2023.

Jennifer Homendy, head of the NTSB, testified that temperatures within the rail cars had stabilized before the controlled burn was conducted. She emphasized that the temperatures were too low to trigger a spontaneous chemical reaction leading to an explosion.

Under questioning by Sen. J.D. Vance, R-Ohio, Homendy stated that based on available data, there was limited justification for the burn, which resulted in the spread of toxic chemicals throughout the community and surrounding areas.

While the burn did not cause injuries, approximately 2,000 residents were temporarily evacuated, raising questions about potential long-term health consequences.

Homendy highlighted that Oxy Vinyls, the company responsible for shipping the chemicals, provided information indicating that a controlled burn was unnecessary. However, key decision-makers, including Gov. Mike DeWine and the incident commander, were not fully informed, receiving incomplete information regarding the necessity of the burn.

Norfolk Southern defended the burn, stating that it prevented a potentially catastrophic explosion, which could have caused significant damage to the community.

The NTSB plans to release a final report on the cause of the derailment on June 25 in East Palestine.

Homendy’s testimony coincides with ongoing leadership disputes at Norfolk Southern. The company faces criticism from activist investor Ancora Holdings, which proposes changes to NS leadership, advocating for the appointment of new executives. Norfolk Southern has defended its safety measures and initiatives to address concerns.

Despite challenges, Norfolk Southern received a positive rating from investment bank UBS, which upgraded the railroad’s stock status from Neutral to Buy.
