New EU Forest Monitoring Law Aims to Enhance Data Collection and Risk Management

The European Union is facing increasing pressure on forest resilience due to natural disasters exacerbated by climate change. In response, experts are advocating for improved data monitoring to better manage forest risks across the bloc.

The European Commission introduced the Forest Monitoring Law at the close of 2023. This legislation aims to gather comprehensive data on forest biodiversity, invasive species, and forest management practices using remote sensing technologies and geospatial data, alongside ground-level monitoring.

The primary goal of the law is to assess the health of EU forests and support efforts to restore the region’s forest carbon sink, which has declined in recent years. Elena Visnar Malinovska, a senior EU official, emphasized the importance of accepting uncertainty and integrating risk management into forest management practices.

Previously, data collection on forests has been the responsibility of individual EU member states, resulting in significant variations in methodologies and reporting. The Forest Monitoring Law seeks to standardize data collection and reporting methods to address this disparity.

While the legislation does not mandate specific actions, it encourages member states to develop long-term plans for forest management, taking into account environmental, economic, and biodiversity considerations.

However, some stakeholders, such as state forest owners, caution that national competencies should be respected. They advocate for member states to analyze and interpret the data to tailor management strategies to local conditions.

The proposed monitoring system aims to assess forest disturbance risks across borders. By establishing common procedures and harmonizing data, it could facilitate a coordinated European response to cross-border natural disasters.

Experts highlight the importance of improved monitoring in anticipating and mitigating the impacts of climate change on forests. With disturbance factors on the rise, there is a growing need for robust data collection and analysis to support effective forest management practices.

Ultimately, the Forest Monitoring Law represents a step towards enhancing forest resilience and facilitating collaborative efforts to address the challenges posed by climate change.
