SYDNEY — An interim statement from Chinese authorities suggests that China’s substantial tariffs on Australian wine may soon be lifted, potentially within a few weeks, indicating that the duties are no longer deemed necessary.

During a period of heightened diplomatic tension between Australia and its primary trading partner, China imposed steep tariffs of 220% on bottled wine imported from Australia. These tariffs, seen as retaliatory measures by many, were implemented amid strained relations and accusations of anti-competitive behavior on the part of Australia.

The impact on Australian wine exports to China was significant, with the value plummeting from over $662 million at its peak to a mere $6.6 million last year. Many Australian wine producers found themselves struggling to maintain their market share in one of their most lucrative export destinations.

Last October, Beijing agreed to review these tariffs, a decision that followed the Australian government’s referral of the issue to the World Trade Organization in late 2021. The move was seen as a step towards de-escalating trade tensions between the two countries and finding a resolution to the ongoing dispute.

In an “interim draft determination,” the Chinese Ministry of Commerce has now recommended the removal of these tariffs, signaling a potential breakthrough in the negotiations. While the exact timeline for the removal of tariffs remains uncertain, the announcement has been met with cautious optimism by the Australian wine industry.

China announced on Thursday that Foreign Minister Wang Yi will visit Australia for the first time in seven years. He is slated to hold discussions with Australian Foreign Affairs Minister Penny Wong in Canberra next Wednesday. The visit is seen as a positive development in bilateral relations and could pave the way for further dialogue and cooperation on trade issues.

Australian Prime Minister Anthony Albanese welcomed Wang’s visit, noting “significant progress” in the efforts to address trade obstacles. Since taking office in May 2022, Australia’s Labor government has pursued de-escalation of tensions with China on various fronts, including human rights, democracy in Hong Kong, Taiwan, and the origins of COVID-19.

Gradually, Chinese restrictions on Australian barley, beef, coal, and cotton have been lifted, providing some relief to Australian exporters who have been adversely affected by the trade dispute. However, the resolution of the wine tariffs issue remains a top priority for many in the Australian wine industry.

Mitchell Taylor, managing director of Taylors Wines in South Australia, expressed cautious optimism regarding the potential end of wine tariffs. “We are cautiously optimistic,” he said. “This is terrific news, and I must say our trade minister Don Farrell has done a great job in rebuilding trade relations with our largest trading partner. But at the same time, we have lost our market share to the French and the Chilean winemakers.”

China remains Australia’s largest trading partner, accounting for nearly one-third of Australia’s total global trade. The restoration of normal trade relations between the two countries is crucial for the long-term prosperity of Australian exporters and the broader economy.

Earlier this month, a Canberra government-backed task force was announced to assist Australia’s wine industry, which has faced challenges from Chinese tariffs and an oversupply of red wine in the international market. The task force aims to explore new markets and opportunities for Australian wine producers, ensuring their continued success in the face of ongoing trade uncertainties.
