The 28th Conference of the Parties of the UN Framework Convention on Climate Change (COP28) recently concluded in Dubai, marking another milestone in global efforts to address climate change. The conference focused on assessing progress toward the crucial goal of limiting global warming to 1.5°C, as recommended by climate scientists.

One notable outcome was the agreement to transition away from fossil fuels in energy systems, recognizing their significant role in greenhouse gas emissions. However, some concerns have been raised about the absence of stronger language, such as a definitive “phase-out” of fossil fuels. The inclusion of natural gas as a protected “transitional fuel” has also generated discussions, with experts suggesting the need for a timeline attached to its use.

While over 50 oil companies pledged to address methane leaks, the non-binding nature of the agreement has sparked debate. Some countries, like Australia, advocated for stronger language against fossil fuels while simultaneously supporting new fossil fuel projects domestically.

Fergus Green, a political theory and public policy lecturer at UCL, highlighted the economic implications for the Australian public, emphasizing the potential benefits of transitioning to clean energy.

On the international front, concerns were raised about the loss and damage fund established to compensate developing countries for the consequences of climate change. Wealthy nations pledged $700 million, but this falls short of the estimated annual cost of climate-related loss and damage in developing countries, raising questions about the effectiveness of current arrangements.

The Alliance of Small Island States (Aosis) expressed disappointment with the final text, emphasizing the urgent need for a fossil fuel phase-out to avoid catastrophic consequences for vulnerable regions, especially small islands. Aosis also hoped for an agreement to double funding for developing countries to adapt to climate change, a discussion that may continue at COP29 in Azerbaijan.

Food production, responsible for one-third of greenhouse gas emissions, received attention at COP28. More than 130 countries acknowledged the need for urgent adaptation and transformation of agricultural practices. However, concerns were raised about the lack of discussion on curbing powerful monopolies in the agricultural sector.

The COP28 food statement called for partnerships between states and corporations to address agriculture’s climate footprint, sparking debates about potential conflicts of interest and the impact on local industries.

The conference also addressed biodiversity and ecosystems, acknowledging the challenges posed by rising temperatures. Despite global efforts, the world remains on track for 2.5°C-2.9°C of global warming by the end of the century, potentially impacting the adaptability of ecosystems and societies.

COP28 saw progress in acknowledging the need to transition away from fossil fuels and addressing issues related to food production, loss and damage compensation, and biodiversity. However, ongoing discussions and actions are crucial to ensure effective implementation and address the diverse challenges posed by climate change.
