GISF Report Highlights Security Risk Management Challenges in Urban Humanitarian Efforts

The Global Interagency Security Forum (GISF) has released a new research article that delves into the distinctive security challenges inherent in urban environments and their effects on humanitarian operations. As urbanization continues to rise globally, and humanitarian efforts become more common in densely populated areas, the need for an in-depth understanding of Security Risk Management (SRM) in these settings becomes increasingly important. The report identifies a major obstacle in urban humanitarian aid: restricted access to specific population groups due to security concerns. This challenge is often compounded by a general lack of expertise and knowledge in effectively addressing these urban-specific issues.
Highlighting key operational hurdles faced by humanitarian organizations in urban environments, the article discusses the implications of factors such as high population density, diverse demographic groups, urban crime and violence, and intense political activities on SRM strategies. Among the critical findings is the difficulty of securing humanitarian access in urban areas where territorial control can change rapidly and the process involves multiple stakeholders. The study also points out the complexities in balancing ‘hard’ security measures with ‘soft’, acceptance-based approaches in these settings. The trend towards prioritizing ‘hard’ SRM strategies, the report notes, can diminish the focus on softer, acceptance-based methods.
To address these challenges, GISF recommends enhancing sector-wide dialogue on urban SRM methods, boosting collaborative efforts for urban security, and modifying acceptance approaches to better suit the unique challenges of urban environments. The conclusions drawn in the GISF article are based on a comprehensive desk review and are further substantiated by interviews with experts and practitioners in security risk management, ensuring a thorough and multi-faceted analysis of the subject.
