Orange County Utilities, in particular, faced significant delays in material procurement from 2021 to 2023, resulting in project timelines being extended by up to 18 months, depending on the complexity of design and material requirements.
Although contracts were awarded, contractors faced obstacles in commencing work at sites due to insufficient materials. Brian Matejcek, Chief Engineer at Orange County Utilities, emphasized proactive procurement practices aimed at mitigating risks and enabling contractors to initiate construction promptly. By procuring items ahead of project commencement, the utility has sought to streamline construction timelines and control costs effectively. Procurement challenges have also affected supply forecasting for upcoming projects, often resulting in inflated bids as contractors scramble to secure materials from alternative sources at higher costs. Carrie Mathes, Chief Procurement Officer at Orange County, highlighted efforts to address these challenges by restructuring contract terms to encourage competitive bidding while ensuring fairness to vendors and contractors.
Humberto Castillero, Manager of the Traffic Engineering Division at Orange County Public Works, noted price increases and lead time delays of up to 12 months for traffic signal installations. However, the division has adapted by implementing early requisition processes and engaging multiple contractors to expedite construction following design completion, all while prioritizing safety. Despite encountering unavoidable delays due to supply chain disruptions, Orange County remains committed to minimizing project interruptions through strategic planning and collaboration with industry partners. By fostering resilient procurement practices and maintaining open dialogue with stakeholders, the County aims to navigate ongoing supply chain challenges effectively.
