MANILA, Philippines – August 5, 2025 – Senators Risa Hontiveros and Francis “Kiko” Pangilinan have filed a joint resolution calling for the removal of the President’s authority to adjust rice tariffs. The resolution aims to reinstate a uniform 35% tariff on imported rice, citing the impact of recent tariff changes on local agriculture.
The proposal, submitted to both chambers of Congress, seeks to amend provisions of the Customs Modernization and Tariff Act that allow the executive branch to modify import duties. Lawmakers said recent tariff reductions, combined with declining international rice prices, have significantly affected the Philippine farming sector.
In their resolution, Hontiveros and Pangilinan emphasized the urgency of legislative intervention to support local farmers and strengthen domestic food production. They highlighted reports from agricultural groups indicating a sharp drop in palay (unhusked rice) prices, with estimates from the Federation of Free Farmers pointing to a P54.5-billion loss in farmer income during the first half of the year.
The resolution coincides with President Ferdinand Marcos Jr.’s official trip to India, where discussions among Cabinet officials reportedly include topics related to rice importation and tariff policies.
In 2024, Executive Order No. 62 reduced rice import tariffs from 35% to 15% with the stated goal of making rice more affordable for consumers. The same year saw the Philippines reach a record high in rice import volumes. However, a congressional committee that previously examined rising food prices recommended restoring the original 35% tariff level.
As the Senate and House deliberate the proposed measure, the debate underscores ongoing efforts to balance food affordability with the sustainability of local agriculture.
