DGTR Recommends Anti-Dumping Duty on Solar Glass Imports from China and Vietnam

The Directorate General of Trade Remedies (DGTR) has recommended the imposition of anti-dumping duties on imports of textured tempered glass from China and Vietnam to protect domestic manufacturers from price undercutting. The proposed duty aims to offset the injury caused to local producers, in line with the lower of the dumping and injury margins.

Textured tempered glass, used in solar photovoltaic panels and solar thermal applications, is at the center of the investigation. The product in question includes glass with a minimum of 90.5 percent transmission, thickness not exceeding 4.2 mm, and at least one dimension exceeding 1500 mm, whether coated or uncoated, originating from China and Vietnam.

The recommendation follows a complaint filed by Borosil Renewables Ltd., a major player in India’s solar glass industry. The company sought an investigation into the imports of textured tempered glass from these countries, claiming that the influx of dumped imports was negatively impacting local prices.

DGTR’s investigation found that there are no significant differences between the products produced by Indian manufacturers and those imported from China and Vietnam. Both types of glass are comparable in physical characteristics, manufacturing processes, and use, making them technically and commercially substitutable.

Borosil, which produced nearly 72 percent of India’s textured tempered glass during the review period (January 1, 2023, to December 31, 2023), stated that the imported glass was driving down domestic prices.

The investigation revealed that imports from China and Vietnam accounted for 98 percent of India’s textured tempered glass imports, totaling 779,017 metric tonnes by the end of the review period. These imports were priced lower than domestic products, hindering local manufacturers’ ability to adjust prices to cover production costs.

DGTR also noted that India’s domestic capacity is sufficient to meet 84 percent of the country’s demand for textured tempered glass. The authority concluded that the imposition of anti-dumping duties would not affect the availability of the product in the market.
