Manibela Announces Three-Day Transport Strike Over Alleged Data Discrepancies

Transport group Manibela has declared a three-day nationwide transport strike scheduled from March 24 to 26, 2025, in response to what it claims are inaccurate consolidation figures reported by the Land Transportation Franchising and Regulatory Board (LTFRB) concerning the Public Utility Vehicle Modernization Program (PUVMP).

Manibela President Mar Valbuena expressed concerns that the LTFRB’s assertion—that 86% of public utility vehicle (PUV) operators have complied with the consolidation requirements—has led to complications in the renewal of provisional authorities and vehicle registrations for many operators.

The PUVMP, initiated by the government, mandates that PUV operators form cooperatives or corporations to access financing for modern vehicle units. The consolidation phase concluded in 2024. Manibela contends that the reported compliance rate is misleading, potentially marginalizing operators who have yet to consolidate.

In response to the planned strike, the Department of Transportation (DOTr) has acknowledged Manibela’s right to protest and has extended an invitation for dialogue to address their concerns. Transportation Secretary Jaime Bautista has directed Assistant Secretary for Road Transport and Non-Infrastructure, Dioscoro “Jojo” Reyes, to engage with the concerned transport groups promptly.

The DOTr emphasized its commitment to ensuring commuter safety and minimizing disruptions. In anticipation of the strike, the agency is collaborating with the LTFRB, Metropolitan Manila Development Authority (MMDA), and local government units (LGUs) to develop contingency plans, including the deployment of free rides to assist affected commuters.

Manibela has clarified that while it supports the modernization of public transportation, it advocates for an inclusive approach that does not disadvantage any operators. The group has also called for the removal of certain LTFRB officials, alleging that their actions have hindered the fair implementation of the modernization program.

The outcome of the proposed dialogue between Manibela and the DOTr remains to be seen. Commuters are advised to monitor updates and plan their travel accordingly during the announced strike period.
