The solar industry has expressed concern over the exclusion of solar panel production from the manufacturing category under the Rajasthan Investment Promotion Scheme-2024 (RIPS-2024). Industry representatives argue that solar panel manufacturing has significant potential for job creation, on par with other renewable energy manufacturing activities.
RIPS-2024 currently classifies the manufacturing of solar cells, semiconductors, storage batteries, solar PV cells, and solar electric charging equipment under ‘renewables manufacturing.’ However, solar panel manufacturing is considered an assembling activity, which disqualifies it from manufacturing incentives.
Industry experts claim that solar panel production, though involving imported solar cells, is a labor-intensive process requiring substantial workforce engagement. “Recent investments in solar panel manufacturing in Rajasthan have created thousands of jobs, unlike solar power projects. This exclusion will adversely impact employment opportunities,” said a representative from the solar sector.
Acknowledging the concerns, an official from the industry department stated that the matter is under review. “We are aware of the issue and will address it appropriately. A decision will be taken at the right level,” the official added.
