Highlights of Prime Minister Narendra Modi’s Visit to the United States

Prime Minister Narendra Modi’s recent visit to the United States marks a notable event in India-US relations. He was welcomed by President Joseph Biden and participated in several high-profile activities, including a private dinner at the White House, a ceremonial welcome, a state banquet, an address to the US Congress, and a lunch at the State Department. This visit places PM Modi among a select group of international leaders to receive such honors from the Biden administration. The visit emphasized the growing defense collaboration between India and the US, highlighted by India’s procurement of 16 MQ-9B SeaGuardian UAVs and the US Navy’s Master Ship Repair Agreement with various Indian shipyards.

Furthermore, India’s involvement in the Artemis Accords and cooperation with NASA in space endeavors, including a joint mission to the International Space Station planned for 2024, are significant milestones in the bilateral relationship. Trade and consular affairs were also focal points. Progress was made in resolving disputes at the World Trade Organization, and plans were announced for new consular offices in both nations, enhancing diplomatic ties. The H1B visa process saw improvements, easing renewal procedures and increasing visa availability. The visit’s geopolitical implications are profound, reaffirming strategic ties within the Quad and the Indo-Pacific region. While specific discussions on China were not highlighted, the focus remained on high-technology partnerships. A potential deal involving the co-production of GE F414 jet engines in India was discussed, although regulatory challenges remain.

In terms of trade agreements, there appears to be a shift from the previous administration’s stance. The Biden administration has not shown interest in continuing Free Trade Agreement talks initiated during the Trump era, and no progress was made on restoring India’s Generalized System of Preferences status. The 2019 deal involving Indian investment in the US LNG sector also remains unrevived. Differences between India and the US, especially regarding the Russian war in Ukraine and human rights issues, were apparent. President Biden’s references to Russia’s actions contrasted with PM Modi’s silence on the matter. Furthermore, concerns about human rights and democracy in India were raised ahead of the visit, but these issues were not publicly addressed by President Biden. Despite these differences, the visit reinforced the strength of India-US relations, underpinned by robust people-to-people connections. The visit represents a significant step in the evolving relationship, with a focus on advancing technology transfer and maintaining democratic values. The responses of PM Modi to questions on democracy during the visit are reflective of the broader dialogue on democratic freedoms between the two nations.
