Flora Edem Ayanu serves as an Operations Officer within the Customs Technical Bureau (CTB) of the Ghana Revenue Authority (GRA). Based in Accra, she is responsible for the technical aspects of customs administration, specifically focusing on the complex classification and valuation of goods entering and exiting the Republic of Ghana. Her role is pivotal in ensuring that international trade flows are managed with precision, adhering to both national legislative frameworks and the international standards set by the World Customs Organisation.

Ms Ayanu is recognised for her operational oversight of the Integrated Customs Management System (ICUMS), a cornerstone of Ghana’s customs modernisation efforts. By leveraging this digital platform, she assists in streamlining the cargo clearing process, reducing bottlenecks at major entry points such as the Tema and Takoradi ports. Her expertise extends to the practical application of international trade facilitation agreements, where she represents the Customs Division in professional capacities to ensure high levels of compliance and efficiency in cross-border commerce.

Within the Customs Technical Bureau, which serves as the national hub for technical rulings and dispute resolution, Ms Ayanu contributes to the integrity of the revenue collection process. Her work supports the broader mission of the GRA to protect the domestic economy through the rigorous enforcement of import and export regulations. Through her involvement in technical oversight, she helps maintain fiscal stability, ensuring that customs procedures remain transparent and conducive to a healthy trading environment.

Organisation

The Ghana Revenue Authority (GRA) is the primary government agency tasked with the administration and collection of taxes and duties in Ghana. Established in 2009 through the merger of several revenue agencies, its Customs Division is specifically responsible for monitoring the movement of goods across borders and preventing smuggling. Headquartered in Accra, the GRA operates across all sixteen regions of Ghana and maintains a presence at all major ports and land borders. In the 2023 fiscal year, the authority demonstrated significant operational success by collecting approximately GHS 113.06 billion in tax revenue, exceeding its revised targets. As an active member of the World Customs Organisation, the GRA is committed to international standards of trade facilitation and national security.

At the Forum

Ms Ayanu is attending the International Trade Council Global Convocation & Leadership Forum to engage with senior trade officials and policymakers on matters of market access and supply chain resilience. Her primary objective is to share insights from Ghana’s successful transition to digital customs management while exploring international best practices in trade transparency. She seeks to establish collaborative relationships that will further enhance the efficiency of West African trade corridors and support the continued growth of Ghana’s export economy.
