EU Prepares New Round of Sanctions Amidst Ongoing Tensions

The European Union (EU) is gearing up for the adoption of its fourteenth package of sanctions in the upcoming months, with a focus on reinforcing existing measures rather than introducing new ones.

In a recent speech, EC Vice-President Valdis Dombrovskis announced the initiation of preparations for the new sanctions package, expected to be finalized in the spring. The proposed measures are anticipated to encompass a broad array of restrictive actions aimed at curbing sanctions evasion, particularly in response to Russia’s persistent violations in the realm of oil export pricing.

Dombrovskis also highlighted the EU’s efforts to counteract sanctions circumvention through subsidiaries operating in non-EU countries. He emphasized that EU parent companies retaining control over overseas subsidiaries could be held accountable for any actions violating sanctions protocols.

Acknowledging the relatively muted short-term impact of previous sanctions, Dombrovskis underscored the EU’s commitment to reinforcing enforcement mechanisms. However, discussions regarding the inclusion of new product bans remain contentious among member states, with challenges arising in achieving consensus.

Meanwhile, the US Office of Foreign Assets Control (OFAC) has been pursuing a distinct approach to sanctions implementation, focusing on targeted measures against specific entities. These “smart sanctions” have demonstrated efficacy in disrupting illicit activities, prompting responses from entities implicated in sanction-busting actions.

In addition to regulatory actions, the US has imposed specialized sanctions targeting the export of advanced liquefied natural gas (LNG) technology, impacting Russian LNG projects such as Novatek’s Arctic LNG-2. The sanctions have resulted in project delays and operational challenges, illustrating the broader economic ramifications of sanctions enforcement.

While sanctions enforcement efforts continue to evolve, the complex interplay between geopolitical dynamics and economic interests underscores the ongoing complexity of navigating international sanctions regimes.
