China has introduced 18 measures to accelerate the adoption of artificial intelligence (AI) across commerce, retail, consumer services and logistics, supporting more efficient distribution networks and technology-driven business operations.
The guidelines, jointly issued by nine government departments, encourage businesses to integrate AI into product development, manufacturing, marketing and commercial distribution. For supply chains, key priorities include smart warehouses, intelligent logistics equipment, unmanned delivery systems and digital upgrades across wholesale and retail operations.
The measures also promote AI-powered commercial agents to support shopping, business management and logistics coordination. These technologies could help businesses improve inventory management, streamline distribution processes and respond more effectively to changing consumer demand. Investment in digital infrastructure, technology standards and financing is also expected to support broader implementation.
The initiative builds on earlier efforts to connect AI innovation with consumption growth. In June, government departments introduced 17 measures promoting AI-enabled products, services and new consumer experiences, reinforcing the country’s wider digital transformation agenda.
China’s consumer market continues to provide an important foundation for these developments. Retail sales of consumer goods reached 37 trillion yuan (approximately $5.5 trillion) in the first three quarters of 2026, increasing 1.1% year on year. Meanwhile, retail sales of services grew 5%, outpacing the 1% growth recorded in goods sales.
For supply chain stakeholders, China’s expanding AI strategy presents opportunities to improve warehouse productivity, modernise last-mile delivery and strengthen the connection between retail demand and logistics operations. Continued adoption of intelligent technologies could help build more responsive, efficient and digitally integrated supply chains.
