Canada Responds to Ongoing Conflict in Sudan with Sanctions

After a year of continuous conflict between the Sudanese Armed Forces (SAF) and the Rapid Support Forces (RSF), causing significant international concern and severe human rights violations, Minister of Foreign Affairs, Mélanie Joly, announced new sanctions measures in response.

The prolonged violence has led to dire humanitarian conditions, including shortages of essential resources like food, water, and medical care. Reports of sexual and gender-based violence, particularly targeting women and girls in Darfur, are widespread, along with allegations of ethnic cleansing by the RSF.

Canada is imposing sanctions on six individuals and entities associated with the SAF or RSF for their roles in undermining peace, security, and stability in Sudan. The list includes:

  • Abdelrahim Hamdan DAGALO
  • Ali KARTI
  • Al Junaid Multi Activities Co. Ltd.
  • GSK Advance Company Ltd.
  • Defence Industries System
  • Zadna International Company for Investment Ltd.

These measures align with actions taken by other international partners such as the European Union, the United Kingdom, and the United States. They also complement Canada’s existing sanctions related to Sudan under the United Nations Act.

Canada reaffirms its commitment to holding perpetrators of human rights violations accountable. It supports the UN Human Rights Council’s fact-finding mission and the International Criminal Court’s investigation into alleged violations of the Rome Statute in Darfur.

Canada continues to advocate for a peaceful resolution to the conflict, emphasizing support for Sudan’s transition to democracy. The country has allocated significant humanitarian assistance funding to Sudan and neighboring countries impacted by the conflict.

In Minister Joly’s words, “Canada condemns the violence in Sudan and calls on all parties to cease hostilities, facilitate humanitarian aid, and engage in meaningful mediation efforts.”

  • In 2023, Canada provided over $170 million in humanitarian assistance funding to Sudan and neighboring countries.
  • Bilateral development assistance in Sudan for the 2022-2023 fiscal year totaled approximately $49.43 million.
