Draft Law Aims to Boost Việt Nam’s Science and Technology Development

HÀ NỘI — The Ministry of Science and Technology (MOST) is working on a new draft law focused on enhancing science, technology, and innovation (STI) in Việt Nam. The law is designed to streamline processes for approving and implementing scientific and technological projects, with the goal of driving growth in the country’s science and technology sector.

The draft law aligns with the Party’s resolutions, State policies, and existing regulations. It incorporates practical measures to address Việt Nam’s current needs and supports the country’s efforts to meet international standards. The law follows the guidelines of the Politburo’s Resolution No. 57-NQ/TW, which prioritises breakthroughs in science, technology, and digital transformation.

One of the key provisions of the draft is its broader scope, extending to include the private sector. This change aims to boost research, technological development, and innovation, while promoting the role of businesses in contributing to socio-economic progress and the nation’s industrialisation.

The law also focuses on reorganising public scientific and technological institutions, simplifying administrative procedures, and promoting transparency and ethical standards.

Encouraging Commercialisation of Research

The draft law places a strong emphasis on promoting the commercialisation of research results. It aims to simplify the registration process for STI activities, shifting the focus towards the establishment of research and development (R&D) institutions. Public R&D entities in state-prioritised fields will receive greater flexibility and autonomy under the proposed regulations.

The law encourages collaboration between researchers, R&D institutions, universities, and businesses to better align research with market needs. It also provides opportunities for public-sector researchers to manage enterprises that bring their innovations to market.

Increasing Funding and Talent Recruitment

To support STI activities, the draft law proposes increased funding for universities, enabling them to expand infrastructure, research initiatives, and academic collaboration. It also addresses the long-standing financial challenges in Việt Nam’s scientific research sector by offering institutions more financial autonomy.

The draft law includes measures to attract top talent, both domestically and internationally. It aims to recruit leading scientists, experts, and engineers to help drive key STI projects and initiatives.

Overall, the draft law aims to tackle administrative, financial, and institutional challenges, unlocking the potential of Việt Nam’s research community and positioning the country as a key player in global science and technology development. — VNS
