Saudi Arabia is reportedly considering a proposal from China National Nuclear Corporation (CNNC) to build a nuclear power plant within the kingdom. This development comes amid Saudi Arabia’s ongoing efforts to diversify its energy sources and reduce reliance on fossil fuels.

The proposed site for the nuclear plant is near the country’s border with Qatar and the United Arab Emirates, according to a report by the Wall Street Journal, which cites unnamed Saudi officials. This move by Saudi Arabia is seen as part of a broader strategy to develop its domestic nuclear energy industry, traditionally dependent on oil and natural gas for power generation.

The decision to consider a Chinese bid for constructing a nuclear facility seems to stem from Saudi Arabia’s frustration with the United States’ conditions for supporting Riyadh’s nuclear ambitions. The US administration, led by President Joe Biden, has stipulated that Saudi Arabia commit to not enriching uranium or exploiting its uranium deposits, measures aimed at preventing nuclear proliferation. However, it is believed that China might not impose such stringent conditions on Riyadh.

Neither CNNC nor the foreign ministries of China and Saudi Arabia have officially responded to requests for comment regarding this matter.

The potential partnership with China reflects a growing relationship between the two nations. President Xi Jinping’s visit to Saudi Arabia in December and the subsequent announcement of investment deals worth $10 billion at the Arab-China business summit in Riyadh signify a strengthening of bilateral ties. Furthermore, China’s increased diplomatic engagement in the region, including its role in normalizing relations between Saudi Arabia and Iran, indicates Beijing’s growing influence in Middle Eastern affairs.

China’s interest in expanding its nuclear energy industry globally is part of its larger “Belt and Road” infrastructure initiative. In 2019, a Chinese official suggested the possibility of China constructing up to 30 overseas nuclear reactors over the next decade as part of this plan.

Saudi Arabia’s exploration of nuclear power options aligns with its broader energy diversification goals. Currently, the nation relies heavily on oil and natural gas for its energy needs, but seeks to develop alternative sources to sustain its long-term economic and environmental objectives.
