Recent reports from three undisclosed sources have shed light on an intricate trade arrangement between Russian copper producer RCC and various Chinese firms. Allegedly, they have been engaged in trading new copper wire rod disguised as scrap metal, purportedly to evade taxes and circumvent Western sanctions. This practice, according to the sources, involves the shredding of copper wire rod in China’s remote Xinjiang Uyghur region by intermediaries, creating a deceptive appearance akin to scrap metal. By obscuring the distinction between new metal and scrap, both exporters and importers can exploit variances in tariffs applied to each category, thus potentially securing financial gains.

The intricacies of international trade regulations further underscore the complexity of this maneuver. In December, Russia’s export duty on copper rod stood at 7%, notably lower than the 10% levy imposed on scrap metal. Conversely, China imposes a 4% tax on copper rod imports, with no duty levied on imports of Russian scrap metal. Despite the absence of legal barriers to Chinese entities procuring metal from Russian sources under Western sanctions, apprehensions about losing export business to Western markets have prompted some manufacturers to establish dedicated teams to manage transactions with Russian counterparts.

The implications of Western sanctions aimed at curtailing Russia’s export revenues extend beyond fiscal matters. Challenges in processing dollar payments for international trade have added another layer of complexity to the situation. Against this backdrop, the trade in new metal camouflaged as scrap reportedly commenced in December, resulting in a noticeable disparity between Chinese and Russian trade data. Russian customs authorities, which ceased providing trade data in April 2022, attributed the lack of information to a temporary suspension of data provision, leaving the market reliant on commercial data providers.

When questioned about the purported trade in copper rod with Chinese firms, RCC maintained that it exclusively supplies products to Russian entities, offering no further comment on the matter. Conversely, inquiries directed at Chinese customs authorities in Xinjiang remain unanswered, leaving certain aspects of the trade arrangement shrouded in mystery.

China’s emergence as a pivotal destination for Russian commodity exports follows the imposition of sanctions by the United States and the European Union in response to Russia’s invasion of Ukraine in February 2022. Notably, both the United States and the European Union have also sanctioned Chinese companies for their alleged support of Russia’s actions in Ukraine, further complicating the geopolitical landscape.

The process of shredding newly manufactured copper wire rod serves as an ingenious means of disguising new material to resemble scrap metal. This method capitalizes on the disparities in appearance between high-purity copper rods, typically employed in the production of power cables, and mixed copper scrap, which comprises various used wires, tubes, and pipes. The shredding process, purportedly carried out in the remote Xinjiang region, has reportedly gone unnoticed due to restricted access, compounded by international scrutiny over human rights issues in the area.

In addition to the financial incentives associated with tax evasion, the shredded metal poses challenges in identification and tracing, rendering it more attractive to Chinese manufacturers. Recent data reveals a surge in copper scrap imports from Russia to China, with a significant portion passing through the Alashankou border in Xinjiang, further highlighting the strategic importance of the region in this intricate trade network.

However, Russian trade data paints a different picture, suggesting minimal exports of copper scrap to China, contrary to the substantial increase in wire rod exports witnessed in December. Notably, Kyshtym Copper Electrolyte Plant JSC, a facility operated by RCC, reportedly delivered a substantial volume of copper wire rod to China via Alashankou during that period, underscoring the complexities and nuances of this clandestine trade arrangement.
