Vietnam and Philippines to Collaborate on Rice Trade Agreement Amid Global Price Surge

In a move aimed at enhancing food security, the governments of Vietnam and the Philippines are set to sign a rice trade agreement. This development comes in the backdrop of surging rice prices in the Philippines, contributing to inflation concerns amid rising fuel costs, even though the Philippine government asserts that local rice supplies remain sufficient.

The announcement of the agreement followed a meeting between Vietnamese Prime Minister Pham Minh Chinh and Philippine President Ferdinand Marcos Jr. on the sidelines of an ASEAN summit in Indonesia. While the statement confirms the forthcoming pact, it does not provide specific details. President Marcos expressed optimism about the agreement, stating that it would serve to stabilize the situation, not only for the Philippines but also for the broader region.

Vietnam, the world’s third-largest rice exporter in the previous year, trailing behind India and Thailand, has a significant trade relationship with the Philippines, serving as its largest rice supplier, fulfilling nearly 90% of its rice import requirements.

President Marcos, who also holds the position of Philippine Agriculture Secretary, welcomed Vietnam’s proposal for a five-year supply agreement.

In recent days, the Philippines has implemented price ceilings for rice to safeguard consumers against what it has described as widespread price manipulation by traders collaborating with industry cartels.

Global rice prices experienced a sharp surge to 15-year highs following India’s decision in July to halt its largest category of rice exports, accounting for over 40% of global trade. This move by India aimed to stabilize domestic prices in the face of rising demand.
