On June 14, 2024, President Joe Biden issued an executive order establishing the White House Council on Supply Chain Resilience. This council, set within the Executive Office of the President, will be co-chaired by the Assistant to the President for National Security Affairs (APNSA) and the Americas Partnership for Economic Prosperity (APEP).
The executive order outlines the council’s mandate to strengthen long-term supply chain resilience and enhance American industrial competitiveness. It will focus on coordinating federal efforts to identify and address supply chain vulnerabilities, including reducing reliance on geographically concentrated or single suppliers.
Additionally, the council is tasked with fostering international collaboration to enhance global supply chain resilience. It will conduct a quadrennial review of industries critical to national or economic security, culminating in reports with recommendations for improving supply chain robustness. The first report is due by December 31, 2024, with subsequent reports every four years.
This initiative builds on ongoing efforts by the Biden-Harris Administration to fortify supply chains amid escalating trade tensions with China and the approach of the presidential election. In November 2023, President Biden unveiled 30 actions to strengthen supply chains, including the use of the Defense Production Act to boost domestic manufacturing and new data-sharing capabilities across government agencies.
The establishment of this council aligns with recent legislative efforts, such as the bipartisan “Promoting Resilient Supply Chains Act,” which passed in the House of Representatives and is under consideration in the Senate.
