Nigeria officially commissioned the Dangote Refinery on Monday, marking a significant milestone in the country’s ambition to become a net exporter of petroleum products. The refinery, with a daily capacity of 650,000 barrels, aims to address Nigeria’s persistent fuel shortages and reduce the need for extensive petroleum product imports, which amounted to $23.3 billion last year.

The Dangote Refinery, funded by Aliko Dangote, Africa’s wealthiest individual, is poised to transform Nigeria into an export hub for petroleum products, including surplus petrol and diesel. The massive petrochemical complex, considered the world’s largest single-train refinery, incurred a total cost of $19 billion, exceeding initial estimates. Despite a decade-long delay, the refinery boasts additional facilities such as a 435-megawatt power station, a deep seaport, and a fertilizer unit.

During the commissioning ceremony attended by President Muhammadu Buhari, Aliko Dangote emphasized the refinery’s commitment to satisfying domestic demand and eliminating the country’s reliance on fuel imports. The refinery aims to commence crude refining operations in June, with expectations of reaching 50-70 percent capacity by next year, followed by a gradual ramp-up until 2025, according to London-based research consultancy Energy Aspects.

One critical factor impacting the refinery’s operations is the consistent supply of crude oil. However, Nigeria has faced challenges such as declining oil production due to theft, pipeline vandalism, and underinvestment. In April, the country’s oil production fell below one million barrels per day, affecting the Nigerian National Petroleum Corporation’s (NNPC) ability to fulfill its agreement to supply the Dangote Refinery with 300,000 barrels per day of crude.

Economist Kelvin Emmanuel, author of a report on oil theft, highlighted the potential need for Dangote to import crude from traders like Trafigura and Vitol, as the refinery has not signed agreements with Nigerian oil majors. While this could impact foreign exchange savings and local pricing, Energy Aspects believes that, in the long run, the Dangote Refinery has the potential to eliminate Nigeria’s petrol deficit, reshape the Atlantic basin petrol market, and export diesel meeting European Union specifications.
