Kazakhstan’s Ministry of Trade has refuted recent reports claiming that the country has imposed new export controls on Russia. The reports suggested that Kazakhstan had banned the sale of 106 types of goods to Russia and introduced controls on dual-use or military items.
The Ministry of Trade officially denied these claims, emphasizing that there have been no bans on exporting goods to Russia in connection with anti-Russian sanctions. It clarified that controls on dual-use goods have been in place for over two decades in accordance with international export control regimes.
Trade relations between Kazakhstan and Russia are conducted in compliance with the Eurasian Economic Union (EEU) treaty, an economic integration agreement involving Russia, Kazakhstan, Kyrgyzstan, Belarus, and Armenia.
Kazakhstan, with its significant border with Russia and status as a key trade partner, has drawn attention as a potential hub for sanctions evasion, particularly by the United States.
President Kassym-Jomart Tokayev has affirmed Kazakhstan’s commitment to not aiding Moscow in bypassing Western sanctions. This stance aligns with recent warnings to European companies and governments about potential bans on selling certain components to countries supplying Moscow and Tehran with parts for drones and other weaponry.
Kazakhstan previously announced the implementation of an online tracking system for all goods moving in and out of its territory in April.
A report by the US Congressional Research Service (CRS) in June highlighted Kazakhstan as a prominent sanctions-evasion route for imports into Russia, including dual-use goods and consumer products containing components and microchips that may be used for military purposes.
