In a significant development impacting the semiconductor industry, China has declared new export restrictions on rare metals crucial for semiconductor manufacturing. The Ministry of Commerce and China Customs in China issued guidelines that will require exporters to obtain approval for shipping certain gallium and germanium products abroad, effective from August 1. This decision is reportedly driven by the need to safeguard national security and interests.

This move by China coincides with discussions in the United States about potentially introducing new restrictions on the export of advanced chips to China. Gallium, identified as a critical raw material by the European Union, is integral to the production of integrated circuits, LEDs, and solar panel photovoltaic panels. Germanium is essential in the manufacture of optical fibers and infrared camera lenses.

China’s dominance in the global market is significant, producing approximately 80 percent of these rare metals, as per the European Commission.

The announcement marks the latest chapter in the ongoing technological and geopolitical rivalry between China and the United States. The U.S. has previously placed numerous Chinese companies on a blacklist, aiming to restrict their access to American-made chips and other advanced technologies that could potentially compromise U.S. national security.

The U.S. has been encouraging its allies and partner countries to adopt similar measures against the Chinese tech industry. For example, the Netherlands is preparing to implement new export controls targeted at China later this year.

Beijing has responded by accusing Washington of attempting to stifle Chinese technological innovation to maintain U.S. dominance in the tech sector. The evolving situation underscores the complex and strategic nature of the global semiconductor industry and its significance in international relations.
