In preparation for the upcoming Budget, the government has announced a reduction in import duties on smartphone components and spare parts from 15% to 10%. The Ministry of Finance issued an official gazette notification on January 30th, outlining these changes. Under this revision, tariffs on various components such as battery covers, antennas, sealing gaskets, sim sockets, and others categorized under mechanics have been decreased. Similarly, import duties on die-cut components like LCD foam, conductive cloth, and sticker-battery slots have also been slashed to 10%.

Furthermore, the import duty on inputs used for manufacturing these components, including adhesive, steel sheet, and logo, has been reduced to zero, as per the official notification. Union Minister of Electronics and IT, Ashwini Vaishnaw, expressed gratitude for the rationalization of customs duties, emphasizing its potential to bring certainty and clarity to the industry. He credited Prime Minister Narendra Modi and Finance Minister Nirmala Sitharaman for bolstering the mobile phone manufacturing ecosystem through this measure.

This move comes in response to industry requests to create a more level playing field for India compared to other countries. Analysts believe that the reduction in import duties aims to stimulate manufacturing in the smartphone segment, particularly in the entry and budget segments, which have experienced low demand in recent years. According to Prachir Singh, a Senior Analyst at Counterpoint Research, the reduction in smartphone prices by around 3% is expected, benefiting consumers, especially in the entry and budget segments, which have faced price fluctuations due to currency variations.

Smartphone makers have welcomed the decision, anticipating its positive impact on local manufacturing of components. Muralikrishnan B, President of Xiaomi India, sees this as a step towards accelerating domestic value addition and positioning India as a prominent electronic manufacturing destination. A Realme spokesperson echoed similar sentiments, emphasizing the significance of the import duty reduction in promoting local manufacturing and supporting the ‘Make-in-India’ initiative.

However, queries sent to Samsung and OnePlus regarding their response to the decision did not yield an immediate response. Earlier this month, the India Cellular and Electronics Association (ICEA) had urged the government to reduce tariffs to enhance India’s competitiveness in smartphone manufacturing globally. The adjustment in Basic Customs Duty (BCD) to 10% on mobile phone parts and zero percent on input components reflects a shift towards export-led growth and competitiveness, according to Pankaj Mohindroo, Chairman of ICEA.

Moving forward, industry stakeholders anticipate that building scale while benefiting from low input tariffs will be crucial in transforming India into a global hub for electronics manufacturing and exports.
