Haywood County Offers Hazard Mitigation Assistance to Strengthen Disaster Preparedness

After the impact of Tropical Storm Helene, Haywood County is taking proactive measures to help homeowners safeguard their properties from future natural disasters. The county’s Hazard Mitigation Program offers a range of assistance options for eligible homeowners looking to rebuild or strengthen their homes against flood and landslide risks. The program includes several initiatives to help with floodplain management and risk reduction, including property acquisition, elevation, and landslide mitigation.

Available Assistance Programs

  • Acquisition (Buyout Program): Homeowners whose properties are located in flood-prone areas may sell their homes to the county, permanently eliminating flood risks.
  • Elevation: Homeowners can raise their homes above flood levels to avoid future water damage.
  • Reconstruction: This option allows homeowners to move or rebuild their homes outside flood zones, significantly reducing the risk of future disasters.
  • Landslide Assistance: A new program addresses landslide risks, offering homeowners support to mitigate potential damage to their properties.

To apply for assistance, homeowners are encouraged to follow these steps:

  1. Learn More: Visit the North Carolina Emergency Management Hazard Mitigation website or contact Haywood County’s mitigation specialist, Cody Grasty, at 828-476-0285 or via email at mitigation@haywoodcountync.gov.
  2. Ready to Apply: Homeowners can request an application online or pick one up at 141 Hemlock St, Waynesville, NC.
  3. Submit the Application: Completed applications can be submitted via email or delivered in person or by mail to Haywood County Emergency Services at the same address.

Additional Considerations for Landslide Risks

For properties at risk of landslides, homeowners are invited to email Cody Grasty with their address, a description of the issue, and any relevant photos for assessment.

Federal Mitigation Funding

These efforts are supported by federal funding through the Federal Emergency Management Agency (FEMA) as part of the Hazard Mitigation Grant Program (HMGP) in response to Tropical Storm Helene. The program is designed to provide funding for the acquisition, demolition, and elevation of residential and commercial properties in flood-prone areas. These mitigation actions are voluntary and aim to reduce the long-term risks posed by natural disasters such as floods and landslides.

FEMA’s funding initiatives also align with federal efforts to address environmental justice and climate change, emphasizing the need to protect vulnerable communities from the impacts of severe weather events. Under various executive orders, the program adheres to stringent environmental and safety regulations, ensuring that these mitigation efforts are both effective and sustainable.
