In response to the increasing prevalence of text scams, Globe Telecom Inc. has highlighted the necessity for an official identification (ID) database to enhance the verification process of SIM card registrants and reduce fraudulent activities.
Froilan Castelo, Globe’s general counsel, stated that while the company has implemented measures in line with the SIM Registration Act—such as accepting only the required identification cards, investing in software to read text on IDs, and employing facial recognition technology—these efforts are insufficient without a centralized ID database for validation.
Globe’s SIM registration platform is equipped with optical character recognition and data-matching capabilities, complemented by a mandatory selfie requirement. Despite these safeguards, criminals have managed to exploit the system by using stolen identities to register SIM cards, which are then sold to scammers.
The SIM Registration Act prohibits the sale or purchase of preregistered SIM cards, with violations punishable by imprisonment ranging from six months to six years and fines between P100,000 and P300,000. Globe advises customers to register SIM cards under their own names and cautions against purchasing SIM cards with tampered packaging, as this may indicate prior use.
The mandatory SIM card registration aims to address the surge in text scams, which have become increasingly common, especially during the pandemic. An October 2024 report by the Global Anti-Scam Alliance revealed that Filipinos lost approximately $8.1 billion (nearly P460 billion) over a 12-month period due to scams, predominantly initiated through text messages.
Globe’s call for an official ID database underscores the challenges faced by telecommunications companies in verifying user identities and combating fraudulent activities. The establishment of such a database could significantly enhance the effectiveness of existing security measures and reduce the incidence of text scams in the country.
