HÀ NỘI — The Politburo and Secretariat of the 13th Central Committee of the Communist Party of Việt Nam have put forth recommendations to abolish district-level administrative units and merge certain provincial-level units, aiming to streamline the country’s political system.
Permanent Member of the Party Secretariat Trần Cẩm Tú signed a conclusion outlining these measures, with the goal of completing the restructuring from central to local levels by February 2025. The Party Committee of the Government, in collaboration with the Central Organisation Commission, the National Assembly’s Party Committee, and other relevant committees, has been tasked with leading research efforts on eliminating district-level administrative units.
The restructuring process will include reviewing internal structures within agencies and organisations, ensuring that Party organisations at all levels remain aligned. Personnel adjustments are expected to be handled fairly and objectively to ensure the retention of capable staff without disrupting upcoming Party congresses. The grassroots-level Party congresses are scheduled for March 2025, followed by model congresses at the next administrative level in early Q2 2025.
Plans will also be developed for further restructuring at the commune level, defining the structure, functions, and authority of commune-level governance in line with the new model. Additionally, the Politburo has set a direction for merging certain provincial administrative units, with proposals for amendments to relevant laws and Party regulations due by Q3 2025.
Currently, Việt Nam has 63 provincial-level units, consisting of 57 provinces and six centrally managed cities. As of mid-2024, the country had 705 district-level and 10,595 commune-level administrative units.
The Politburo has assigned the Party Committee of the Government to oversee the reorganisation of the inspection system, including plans for restructuring Party organisations within State-owned enterprises, corporations, and banks. This restructuring will involve shifting Party organisations from corporations and enterprises to local Party committees based on their geographical operations, with a report due by Q2 2025.
The Central Public Security Party Committee has been tasked with implementing a three-tier police structure, ensuring no district-level police units are created. Judicial reform efforts will also be undertaken, with plans to eliminate district-level intermediary tiers in the court and prosecution systems. Amendments to Party policies and state laws will be proposed by Q2 2025 to support these changes.
Additionally, the Central Publicity and Mass Mobilisation Commission will study the potential merger of provincial radio and television stations with provincial Party newspapers. The Central Military Commission, in cooperation with other Party committees, will continue to reorganise the military structure, including district-level military agencies. Proposed amendments and policies for this initiative will be submitted by Q3 2025.
