China Implements Export Controls on Rare Metals Amid Tech Sector Tensions with US

Chinese state media has characterized the nation’s recent export restrictions on rare metals crucial for semiconductor and electric car production as a cautionary measure directed at the United States. These metals are integral in manufacturing various high-tech products, including integrated circuits, LEDs, and solar panels.

An editorial in the Global Times, published on Tuesday, indicated that the U.S. and its allies have attempted to suppress China’s technological advancements without considering the potential repercussions on global supply and industrial chains. The publication emphasized that China’s actions, necessitated by the need to protect national security and interests, are a response to pressures from the U.S. to limit China’s role in the global semiconductor supply chain.

In a related development, China Daily, another state-run newspaper, reported comments from Wei Jianguo, a former vice commerce minister. Wei suggested that the export controls on chip-making materials are just the beginning of a series of sanctions and measures that China might implement in response to ongoing restrictions targeting its high-tech sector. He inferred that these countermeasures could intensify if actions against China’s tech industry persist.

The Ministry of Commerce and China Customs announced on Monday that starting August 1, exports of certain products containing gallium and germanium will require special government approval. This move is seen as a strategic decision to safeguard China’s security and national interests.

The decision to regulate these exports follows reports of the U.S. contemplating new restrictions on the export of artificial intelligence chips to China. This is part of the ongoing strategic competition between China and the U.S., which has previously led to reciprocal sanctions affecting key industries like advanced semiconductors.

Gallium and germanium, the metals in question, have significant applications in the tech industry. China is a major global producer of these materials, accounting for about 80 percent of the world’s production, as noted by the European Commission.

The European Commission expressed concern regarding China’s new export limitations on rare metals. They urged Beijing to ensure that any export restrictions align with clear security considerations and comply with World Trade Organization (WTO) rules.
