The Philippines is set to export 66,000 metric tons (MT) of sugar to the United States before April 2025, aiming to stabilize domestic prices during the peak milling season, which extends until March. This decision was announced by Sugar Regulatory Administration (SRA) Administrator and CEO Pablo Luis Azcona. Azcona, who previously opposed sugar exports, acknowledged that the country experiences a surplus in sugar production from January to March, the first quarter of the year. This period coincides with the peak of the milling season, leading to an oversupply that can adversely affect local farmers due to declining prices. The SRA’s move to export surplus sugar is intended to balance the domestic market and support local sugar producers by preventing price drops caused by the oversupply. This strategy aligns with the country’s historical role as a significant sugar exporter. As of 2023, the Philippines produced approximately 1.85 million metric tons of sugar, ranking 17th globally in sugar production. Notably, in 2005, the country was the ninth-largest sugar producer worldwide and the second-largest among the Association of Southeast Asian Nations (ASEAN) countries, following Thailand. Sugar remains one of the Philippines’ most vital agricultural exports, with at least seventeen provinces cultivating sugarcane. Negros Island, in particular, contributes to half of the nation’s total production. The decision to export to the U.S. is also influenced by trade agreements and the favorable market conditions abroad. By tapping into the U.S. market, the Philippines aims to take advantage of higher sugar prices internationally, which can provide better returns for local farmers and stakeholders in the sugar industry. This export initiative is part of the SRA’s broader efforts to manage the country’s sugar supply effectively, ensuring that domestic needs are met while also capitalizing on opportunities in the global market. By addressing the oversupply through strategic exports, the SRA seeks to maintain a stable and profitable environment for the Philippine sugar industry.
