AI to Enhance the Rural and Agricultural Census Process

HÀ NỘI — The General Statistics Office (GSO) under the Ministry of Planning and Investment has been tasked with finalizing the plan for the 2025 Rural and Agricultural Census, which includes preparing questionnaires, guidance documents, and operational procedures. The goal of this initiative is to ensure that information collection methods are simple, clear, and verifiable.

The sixth agricultural census is scheduled to take place nationwide on July 1, 2025. The Government Office issued Notice No. 09/TB-VPCP on January 9, summarizing the conclusions from a meeting led by Deputy Prime Minister Nguyễn Hoà Bình, who is also the head of the Central Steering Committee for the census.

To promote participation, the GSO will conduct outreach campaigns through a combination of traditional and digital communication channels, including newspapers, television, local loudspeaker systems, and mobile network messages. The ministry is also working to develop a nationwide communication strategy and materials.

A digital platform utilizing Artificial Intelligence (AI) will be developed to automatically respond to questions from census supervisors, interviewers, and the public. This AI system aims to streamline the process and ensure the accuracy of information collected. Additionally, specialized publications will be distributed to guide citizens on how to provide accurate information for the census.

The Ministry of Planning and Investment will recruit qualified supervisors and interviewers with knowledge of local areas, information technology, and agriculture to ensure effective communication with citizens. Clear responsibilities will be outlined for all participants, particularly interviewers, who will be responsible for collecting accurate data.

Training sessions on statistical and IT operations will be conducted for all census personnel. These will include central-level training on household enumeration and farm listings by March 2025, as well as training on census questionnaires and IT applications by May 2025.

The Ministry of Planning and Investment will also ensure the provision of logistics and IT infrastructure to support data collection, processing, and analysis, while safeguarding personal data in line with Government Decree No. 13/2023/NĐ-CP, which was issued on April 17, 2023. The ministry will collaborate with the Ministry of Finance to review funding for external interviewers and ensure compliance with regulations.

Local steering committees will guide local authorities in implementing the census, which is considered a key task for 2025. These committees will ensure that appropriate training is provided to supervisors and interviewers, and that resources are allocated for smooth operations. Local authorities will also tailor communication strategies to suit local contexts.

The Ministry of Agriculture and Rural Development will collaborate with the Ministry of Planning and Investment to create guidance materials and facilitate the census operations. They will also share data to support statistical analysis.

The Ministry of Information and Communications will work with the Ministry of Planning and Investment to enhance the IT system, ensuring network security and developing risk mitigation strategies. Telecommunication providers will assist by sending census awareness messages to the public, while local digital community teams will offer IT support to interviewers.

The Ministry of Natural Resources and Environment is responsible for providing digital mapping data to help manage census locations and disseminate results using GIS systems. The Ministry of Finance will allocate the necessary funds for the census according to legal requirements.

The Ministry of Defence has been asked to carry out the rural and agricultural census in accordance with the established plan.

Other ministries and organizations, including the Việt Nam Fatherland Front and the Việt Nam Farmers’ Union, will collaborate to promote the census, oversee data collection, and provide administrative data as needed.
