A Look at Shwe Kokko: A Controversial Development on the Myanmar-Thailand Border

A newly developed city on the Myanmar side of the Moei River, Shwe Kokko, has drawn international attention due to allegations of illicit activities, including financial fraud and human trafficking. Once a sparsely populated area in Karen State, Shwe Kokko has transformed into a city with high-rise buildings, casinos, and luxury developments over the past eight years.

The city was built by Yatai International, a company led by Chinese businessman She Zhijiang. While Yatai promotes Shwe Kokko as a resort destination for Chinese tourists and an economic hub, authorities in multiple countries have raised concerns about its role in fraudulent operations. She Zhijiang is currently detained in Bangkok and faces extradition to China.

Development and Allegations

Yatai International’s promotional materials describe Shwe Kokko as a modern urban center with hotels, casinos, and residential villas. However, allegations have surfaced suggesting that the city has been a hub for online scams, money laundering, and human trafficking. The area’s rapid development has also drawn scrutiny from Chinese authorities, who have been cracking down on fraudulent activities targeting Chinese nationals.

Reports indicate that fraudulent operations along the Myanmar-Thailand border have impacted tourism in Thailand, prompting the Thai government to implement stricter banking regulations and border controls. Thai authorities have also restricted power and telecommunications to certain compounds suspected of housing scam operations.

Yatai has denied any involvement in illicit activities, stating that it has taken measures to prevent forced labor and fraud within the city. Large billboards around Shwe Kokko declare a prohibition on such activities, but some local sources suggest that fraudulent operations continue.

Accessibility and Security

Due to ongoing conflict in Myanmar, reaching Shwe Kokko is challenging. The area is controlled by armed groups, and travel from Yangon requires passing through multiple checkpoints. Entry from Thailand, while geographically closer, requires careful coordination to avoid law enforcement patrols.

Journalists invited to Shwe Kokko have been given guided tours showcasing the city’s infrastructure, including newly paved roads and luxury villas. However, access to certain buildings has been restricted, and reports suggest that some office buildings have security measures such as barred windows.

The Role of She Zhijiang

She Zhijiang, a businessman with interests in online gambling and property development, has a complex background. Originally from China, he moved to Southeast Asia and became involved in various business ventures. He has been accused by Chinese authorities of operating illegal gambling enterprises and is currently detained in Thailand under an extradition request from Beijing.

She Zhijiang has denied involvement in fraudulent activities and claims that Shwe Kokko was developed as part of China’s Belt and Road Initiative. He argues that his detention is politically motivated and maintains that his company is focused on legitimate business operations.

The Future of Shwe Kokko

As regulatory scrutiny increases, the sustainability of Shwe Kokko’s economy remains uncertain. With Thailand cutting off utilities to suspected scam compounds and Myanmar facing internal conflict, the city’s ability to attract legitimate investors and tourists is in question.

Analysts suggest that Shwe Kokko’s economic model is heavily reliant on online operations, with concerns about ongoing fraudulent activities. Some experts believe that efforts to rebrand the city may not be enough to attract mainstream businesses, given the region’s complex political and security situation.

Despite Yatai’s efforts to present Shwe Kokko as a legitimate development, the city’s reputation continues to be shaped by reports of financial fraud and trafficking. The extent to which it can transition into a recognized economic hub remains to be seen as authorities in Myanmar, Thailand, and China take further action to address concerns related to cross-border crime.
