China Initiates Investigation into Capvision Amid Growing Scrutiny on Foreign Companies

Chinese authorities have launched an investigation into global consulting firm Capvision, marking the latest national security probe highlighting potential risks for foreign companies operating in China.

The investigation stems from concerns that foreign consulting firms, including Capvision, have been utilized by overseas institutions to acquire sensitive information, including state secrets, according to Chinese state media CCTV. The media outlet reported that Capvision had accepted numerous consulting projects from overseas companies, particularly in industries deemed sensitive to China. Some of these foreign firms allegedly had close connections with foreign governments, military entities, and intelligence agencies.

While CCTV did not provide details on whether Capvision faced sanctions, it noted that national security authorities had taken action against the firm “in accordance with regulations.” Additionally, state media reported that authorities had conducted raids at Capvision’s offices in Suzhou, with operations also involving offices in Shanghai, Beijing, and Shenzhen.

This investigation follows recent incidents involving foreign companies in China, including the questioning of staff at the US-based consulting giant Bain & Company and the March raid on the Beijing office of US due diligence firm Mintz Group, resulting in the detention of five employees.

Capvision, headquartered in New York and Shanghai, has not yet responded to media requests for comment. However, in a statement posted on WeChat, the company expressed its commitment to adhering to China’s national security regulations and leading the way in ensuring industry compliance.

China has increased scrutiny on foreign companies, notably with the expansion of its anti-espionage laws. Concerns have been raised, including by the US Chamber of Commerce, about the heightened scrutiny potentially affecting the confidence of investors operating in China.

Despite these challenges, the Chinese government has sought to reassure investors, emphasizing that the country remains open for business. Premier Li Qiang, in a March gathering of the Chinese Communist Party, pledged to provide a better environment and broader space for development for entrepreneurs and private businesses in the coming years.
