Havana Faces Water Shortages Amid Aging Infrastructure

Havana, the capital of Cuba, is experiencing significant water shortages, affecting an estimated 100,000 to 200,000 residents, accounting for up to 10% of the city’s population. The issue has been exacerbated by the onset of the Caribbean summer, leading to increased tensions among the populace. The shortages are attributed to a range of causes, including malfunctioning water pump stations, deteriorating pipelines, and drought conditions linked to climate change.

Annia Batista, a 37-year-old resident of Old Havana, expressed the challenges faced by locals, noting the difficulty in managing daily tasks due to the sporadic water supply. This situation adds to the myriad of difficulties confronting Cuba, which is currently undergoing one of its most severe economic crises in recent history. The crisis is fueled by stringent U.S. sanctions, lingering effects of the COVID-19 pandemic, and a struggling tourism sector. Essentials like food, medicine, and fuel are scarce, and inflation has made available resources unaffordable for many.

Water supply issues are not new to Cuba, with similar problems prevalent in its provinces. Residents outside Havana often rely on water trucks, rivers, or shallow wells due to unreliable infrastructure and droughts.

Havana officials, acknowledging the severity of the situation, have inspected key water infrastructure sites. However, they cautioned that solutions would not be immediate. Luis Antonio Torres, a senior official in the provincial communist party, mentioned that the installation of 23 new motorized water pumps is planned, which should alleviate the situation. However, the first batch of these pumps is not expected until the end of July.

The water crisis is compounded by frequent power outages that have historically impacted water supply across Cuba. While the government assures that the electric grid is more resilient this summer, demand for electricity is reportedly 25% higher than planned. Residents have been urged to conserve energy wherever possible.

The ongoing issues with water supply and electricity have contributed to growing discontent in Cuba, leading to significant protests against the government. The demonstrations in July 2021 were some of the largest since Fidel Castro’s revolution in 1959.
