Portugal has been granted permission to export lemons to Brazil, following the resolution of phytosanitary issues that had previously prevented the trade. José Manuel Fernandes, Minister of Agriculture and Fisheries, confirmed that the export process is now possible after the publication of a decree that addressed the necessary phytosanitary conditions for the import of lemons from Portugal.
“The conditions for exporting lemons to Brazil have been resolved with the publication of the decree, which defines the required phytosanitary standards,” stated Fernandes. “With these conditions now in place, we can begin the process of exporting.”
Previously, the lack of defined phytosanitary standards had hindered the export of lemons to Brazil. However, with these obstacles removed, Portugal is now able to proceed with the necessary procedures.
The breakthrough occurred during the XIV Luso-Brazilian Summit held in Brazil on February 19-20, where Minister Fernandes was in attendance. The ordinance, which was released on February 20, specifies the phytosanitary requirements for the import of fresh lemons from Portugal.
Lemons are a popular product in Brazil, and Fernandes expressed optimism about the market potential. “Brazil is a significant market for our lemons, and we expect this new development to be highly favorable for us,” he noted.
As per the ordinance, shipments of lemons to Brazil must be accompanied by a phytosanitary certificate from the National Plant Protection Organization (NPPO) of Portugal. This certificate will confirm the absence of specific pests and diseases, with a list provided in the ordinance.
The shipments will also be subject to inspection upon entry into Brazil, including phytosanitary analysis at official laboratories or laboratories accredited by Brazil’s Ministry of Agriculture and Livestock. In the event that a quarantine pest or any pest that could pose a risk to Brazil is detected, the shipment will be destroyed or rejected. Should this occur, Portugal’s NPPO will be notified, and the Brazilian authorities may suspend imports of fresh lemons while conducting a review of the Pest Risk Analysis.
