PC Imports Increase Amid License Uncertainty, China’s Share Rises After Plan Scrapped

The importation of laptops and personal computers (PCs) into India has seen a notable increase, with China emerging as the dominant source despite attempts by New Delhi to curb imports from the country. According to data from the Commerce Ministry’s import-export database analyzed by the Indian Express, in January of the 2023-24 financial year (FY), nearly 90% of the laptops and PCs imported by India originated from China. This represents a consistent rise in China’s share, with figures of over 89% in the preceding month and 83% in November.

These statistics highlight the persistence of a trend wherein the majority of laptops sold in India are of Chinese origin. Despite efforts by the Indian government to discourage imports from China, including a short-lived notification by the Directorate General of Foreign Trade (DGFT) in August 2023 placing laptop and PC imports under the restricted category, the dominance of Chinese imports has remained unaltered.

The DGFT’s notification, aimed at imposing restrictions on the importation of laptops and PCs, was part of broader efforts to boost domestic manufacturing and reduce dependence on foreign imports. However, the impact of such measures appears limited, as evidenced by the continued rise in Chinese imports.

In response to the challenges posed by the dominance of Chinese imports, the Indian government has sought to incentivize domestic production through its IT hardware manufacturing incentive policy. Despite these efforts to stimulate local manufacturing, China’s share in India’s laptop and PC market has continued to grow.

The rise in Chinese imports comes amidst uncertainty surrounding licensing requirements for imports, contributing to a complex landscape for businesses and consumers alike. While New Delhi’s attempts to regulate imports demonstrate its intentions to bolster domestic production and reduce reliance on foreign markets, the sustained dominance of Chinese imports underscores the challenges in achieving these objectives.

As India navigates these complexities, stakeholders in the IT hardware industry will be closely monitoring developments, including potential shifts in government policies and their impact on import dynamics. Meanwhile, consumers may face choices influenced by factors such as product availability, pricing, and considerations of domestic versus foreign-made goods.
