Japan Relaxes Arms Export Restrictions and Boosts Defense Budget to Record $56 Billion

In a significant policy shift, Japan has eased its restrictions on arms exports, allowing the shipment of domestically produced missiles and artillery, including Patriot air defense missiles, to countries such as the United States. The move comes alongside the approval of a record increase in defense spending for the next fiscal year, addressing widening security concerns in the Indo-Pacific region.

The revised guidelines, the most significant overhaul in almost a decade, permit Japan to export completed products, such as Patriot missiles, to countries where patent holders are based, including the United States. However, restrictions remain in place, preventing the shipment of weapons to nations at war. This adjustment enables the U.S. to provide additional military aid to Ukraine in its conflict with Russia.

Chief Cabinet Secretary Yoshimasa Hayashi highlighted the significance of the policy change in strengthening the Japan-U.S. alliance and contributing to the broader peace and stability of the Indo-Pacific region. The decision aligns with Japan’s efforts to bolster its defense capabilities, particularly in response to China’s military expansion and concerns arising from Russia’s actions in Ukraine and North Korea’s missile launches.

In conjunction with the arms export revision, the Japanese cabinet approved a noteworthy increase of over 16 percent in defense spending for the fiscal year starting in March 2024. The approved budget of 7.95 trillion yen ($56 billion) is consistent with Prime Minister Fumio Kishida’s goal of doubling defense spending to reach the NATO standard of 2 percent of gross domestic product by 2027. The move accelerates the deployment of long-range cruise missiles capable of targeting China and North Korea.

This shift in defense strategy marks a departure from Japan’s longstanding policy of refraining from exporting deadly weapons and signifies a reinforcement of its strike capability beyond self-defense. The Patriot missile defense system, produced in Japan under license from U.S. firms Raytheon and Lockheed Martin, is among the weapons that will be impacted by the relaxed export rules.

The revised guidelines open avenues for Japan to export completed defense products to countries where patent holders are based, with any re-exports to third countries requiring Tokyo’s permission. The move follows considerations by the ruling party to amend export controls, particularly in anticipation of shipping next-generation fighter jets developed in collaboration with Britain and Italy. Additionally, Japan is reported to be exploring the export of 155mm artillery shells, produced under license from BAE Systems, to the United Kingdom.
