U.S. Finalizes Trade Deal with Japan, Sets 15% Tariffs on Key Imports

The United States and India have announced a series of agreements aimed at deepening their strategic partnership, particularly in areas of defense, commerce, and technology. President Joe Biden and Indian Prime Minister Narendra Modi have emphasized the importance of this partnership in countering global challenges, including China’s influence.

During their meeting at the White House, Biden lauded the U.S.-India relationship as “stronger, closer, and more dynamic than at any time in history,” highlighting the significant growth in trade between the two nations. The U.S. is looking to India as a strategic counterweight in the Asia-Pacific region and is keen on strengthening this relationship despite differences over Russia and human rights issues.

For India, enhancing its global influence and managing strained relations with neighboring China are key objectives. Modi emphasized the role of the U.S. and India in creating secure and resilient global supply chains, particularly in the context of current global uncertainties.

The agreements announced cover a wide range of sectors:

  • Defense and Aerospace: General Electric (GE) and India’s Hindustan Aeronautics Ltd (HAL) have signed an agreement to manufacture fighter jet engines in India. This deal, which includes technology transfer for the F414 engine, marks a significant step in U.S.-India defense collaboration.
  • Semiconductor Industry: Agreements in this sector aim to diversify supply chains and reduce dependence on China. U.S. chipmaker Micron Technology plans to invest over $800 million in a semiconductor facility in Gujarat, India. Additionally, Applied Materials will establish a Semiconductor Centre for Commercialization and Innovation in India, and Lam Research will train 60,000 Indian engineers to support semiconductor education and workforce development.
  • Space Cooperation: India has agreed to join the U.S.-led Artemis Accords for space exploration and collaborate with NASA on a joint mission to the International Space Station in 2024.
  • Visa Policy: The U.S. will facilitate visa processes for skilled Indian workers, addressing a long-standing issue that affects the flow of talent between the two countries.
  • Maritime Agreement: Under a new maritime agreement, U.S. Navy ships can undergo repairs in Indian shipyards, enhancing logistical support in the region.
  • Drone Technology: India will procure U.S.-made MQ-9B SeaGuardian drones, bolstering its defense capabilities.

The announcements come amid concerns raised by some U.S. lawmakers regarding democratic practices in India. Several progressive Democrats, including Representatives Alexandria Ocasio-Cortez, Ilhan Omar, and Rashida Tlaib, have expressed their intent to boycott Modi’s address to Congress due to these concerns.

These government-to-government agreements, Modi is scheduled to meet with U.S. CEOs, signaling potential new American investments in India. This flurry of agreements underscores the strategic importance of the U.S.-India partnership in addressing regional and global challenges.
