Germany Achieves Record 56% Clean Power in 2023, But Challenges Persist

In 2023, Germany achieved a milestone with 56% of its electricity being generated from clean sources, according to data from the think tank Ember. This significant increase marked a record for Europe’s largest economy, with total power sector emissions decreasing by over 20% compared to 2022 levels.

The decline in coal-fired electricity generation by nearly 30% and a more than 20% reduction in electricity output from all fossil fuel sources contributed to this achievement. However, Ember’s data also suggests that enduring output cuts in energy-intensive industries, such as chemicals and fertilizers, might have played a role in reducing electricity use in these sectors.

While Germany’s electricity mix saw a record 55.8% share of clean power in 2023, the actual total clean electricity generation decreased by 2.4% from 2022 levels, reaching the lowest cumulative sum since 2016 at 269 terawatt hours (TWh). The closure of Germany’s last nuclear power reactors in early 2023, resulting in an 80% drop in total nuclear generation, was a key factor in the decline.

Despite the year-on-year decline in clean electricity generation, it surpassed the 213 TWh produced from fossil fuel sources in 2023, pushing the share of clean power in the total generation mix to new highs.

The increase in clean power generation capacity, with a record growth of 14 gigawatts (GW) from solar sites and 6.4 GW from wind sites in 2023, is expected to further boost total German clean power generation in 2024.

However, the overall balance between clean and fossil fuel generation in 2024 will depend on the level of total electricity and power demand, particularly from Germany’s industrial sector. The industrial sector, especially chemicals and fertilizer producers, has been operating below capacity since the disruption caused by Russia’s invasion of Ukraine in early 2022.

Measures agreed upon by Germany’s government and industrial groups in November 2023 aim to reduce power prices for key businesses and stimulate economic growth in 2024. The success of these measures could lead to increased industrial output, subsequently raising total energy consumption in the country.

While the growth in renewable energy capacity provides scope for higher clean power generation, an upturn in electricity use by heavy industry might necessitate an increase in fossil fuel output. This scenario could potentially reduce the share of clean power in the electricity mix back towards previous levels.
