The Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade are preparing a proposal to establish a National Rice Council. This proposal is expected to be submitted to the Government shortly.
At a meeting on August 6, Nguyễn Anh Sơn, Director of the Import-Export Department at the Ministry of Industry and Trade, confirmed that the ministry is drafting the submission. On August 1, the ministry issued an official request for feedback from other ministries, localities, and associations regarding the establishment of the council.
According to the draft proposal, the council would be chaired by the Deputy Prime Minister, with two permanent vice-chairmen: the Minister of Industry and Trade and the Minister of Agriculture and Rural Development. The council would also include representatives from the ministries of Natural Resources and Environment, Planning and Investment, Finance, Science and Technology, Foreign Affairs, and from rice-producing localities.
The National Rice Council will be responsible for proposing strategies, mechanisms, and policies to ensure a transparent and effective legal environment, support stable market development, and promote comprehensive growth in the rice industry. It aims to enhance national food security and support sustainable production and export practices.
The council’s formation is intended to address several key issues, including:
- Development of High-Quality Rice: A project targeting the development of one million hectares of high-quality, low-emission rice in the Mekong Delta region by 2030.
- Handling Emerging Issues: The council will address issues such as sudden policy changes by other countries and counterfeiting of Vietnamese rice brands.
- Improving Industry Practices: Addressing fragmentation in rice production and improving the use of technology and market diversification.
The council is expected to meet annually, with additional meetings as needed.
