In a noteworthy development, Singapore has recently improved its import conditions for Australian chilled and frozen poultry meat. As of September 1, 2022, these exports no longer necessitate the presence of an official government veterinarian for ante-mortem and post-mortem inspections.
This regulatory alteration effectively makes the temporary exemption that was initiated on June 1, 2022, a permanent fixture. The modification was a collaborative effort between the Singapore Food Agency (SFA) and the Department of Agriculture, Fisheries, and Forestry (DAFF).
What It Means for Australian Poultry Exporters The revised inspection requirements and the continued streamlining of export establishment listings are advantageous for Australia’s access to the Singaporean poultry meat market. The establishment of a permanent measure offers confidence to both Australian exporters and Singaporean importers regarding future trade conditions.
The impact of these regulatory changes has already been significant for Australian poultry exports. Temporary improvements in import conditions led to a notable upsurge in Australian poultry meat exports to Singapore in 2020. The improved import conditions, which were announced in June 2022, resulted in a 54% increase in exports during June and July compared to the corresponding period the previous year. The full extent of these changes is expected to become evident during the 2022–23 financial year.
Since June 2022, the SFA has granted approval to 8 Australian poultry export businesses. Detailed information about the regulatory change can be found in DAFF’s Market Access Advice 2260.
Australian Poultry Exports to Singapore Traditionally, Singapore has represented a minor market for Australian poultry meat. However, when the SFA implemented a similar exemption in 2020, Singapore became Australia’s fourth most valuable poultry meat export market that year, with exports valued at A$7.9 million, constituting 9% of total poultry meat exports.
Under the Singapore-Australia Free Trade Agreement, these exports enjoy a nil tariff rate.
Singapore’s Status in the Global Poultry Market Singapore holds a significant position in the global poultry market. Between 2019 and 2021, the country consistently imported an average of US$381 million worth of poultry meat annually. Additionally, it imported US$214 million worth of live chickens each year (Source: TradeMap 2022).
Singapore’s Focus on Food Security With 90% of its food sourced from overseas, Singapore places a strong emphasis on food security. Established in 2019, the SFA has developed a comprehensive strategy to safeguard food security. The improved import conditions for Australian poultry meat align with Singapore’s ongoing efforts to diversify its poultry meat sources. Notably, other countries, including Indonesia, have also recently gained approval to export chicken meat to Singapore, further contributing to the diversification of the market.
