The Department of Trade and Industry (DTI) has put forward a comprehensive plan aimed at managing the Philippines’ food logistics issues, which include problems like smuggling and hoarding.
DTI Undersecretary Ruth Castelo introduced a proposed three-year food logistics action agenda to the economic development group. The plan adopts a supply chain control tower approach that spans various stages, from the farm gate to storage, distribution, and retail.
The six-point plan includes the following key elements:
- Interagency Committee on Food Logistics: The plan involves issuing presidential directives to establish this committee, which will oversee and coordinate food logistics efforts.
- Institutionalizing Economic Intelligence: Creating an economic intelligence sub-task group to enhance monitoring and intelligence gathering in the food sector.
- Legislative Action: The plan calls for legislative measures to address high international shipping charges, a moratorium on certain port fees, and the reduction of logistics costs.
- Investment in Infrastructure: The DTI aims to increase investments in logistics infrastructure, particularly in transportation and storage. Collaboration between the Department of Public Works and Highways and the DTI is underway to develop a cold chain integrative distribution system.
- Supply Chain Improvements: Efforts to address supply chain gaps, such as logistics and distribution, post-harvest management, market linkages, and access to finance, are a central part of the plan.
- Enhanced Enforcement Measures: This includes taking action against hoarding, smuggling, and the overstaying of food imports. The plan also seeks to monitor warehouses and cold storage facilities more effectively.
- Technology Integration: The plan promotes the use of information and communication technology to streamline and automate government permits and licenses, as well as to integrate various systems within the logistics ecosystem.
While implementing this plan would require substantial investments in technology, infrastructure, and data integration, it aims to revolutionize the food distribution system in the Philippines, improve food security, reduce food waste, and enhance transparency. If approved and legislated by 2026, the plan would lead to reduced logistics costs, improved logistics infrastructure, and streamlined government processes.
