In response to the significant supply chain disruption caused by the 2021 cyberattack on the Colonial Pipeline, Defense Logistics Agency (DLA) Energy officials have recognized the critical need for enhanced supply chain resilience. This incident, which severely impacted fuel distribution to the East Coast, has catalyzed the development of a new strategic approach within DLA.
DLA’s Strategy for Supply Chain Security
DLA is currently drafting a comprehensive strategy to address vulnerabilities and bolster the security of the Defense Department’s supply chain. This strategy will serve as a guiding framework for the agency, ensuring continuity in serving troops and federal partners globally. Peter Battaglia, the director of DLA Logistics Operations’ Mission Assurance Directorate, emphasized the strategy’s focus on protecting against disruptions and maintaining supply chain efficacy.
Teams across operations, acquisition, and information technology at DLA Headquarters are collaboratively outlining the strategy. This roadmap will detail how the agency identifies and responds to supply chain challenges stemming from various threats, including natural disasters, geopolitical shifts, cyberattacks, and other disruptive activities.
Key Protective Measures
Battaglia outlined four main areas where protective measures are being refined or introduced:
- Protection of DLA systems and data.
- Security of suppliers handling sensitive information, including controlled unclassified and export control data.
- Safeguarding critical supplier operations.
- Ensuring the continuity of suppliers and systems crucial for support.
- DLA’s Cyber Emergency Response Team is proactively monitoring systems for cyber threats and working on risk mitigation and defense enhancement.
Implementation and Further Plan
The strategy is expected to be circulated among major subordinate commands for feedback this fall. It will include behavior-based monitoring, limiting system access, and identifying potential security breaches. Additionally, DLA is assessing cybersecurity standards for suppliers, especially those providing essential items like fuel.
DLA is considering collaboration with entities like the Cybersecurity and Infrastructure Security Agency to fortify the protection of critical infrastructure sectors in the U.S. The strategy will also factor in the cost-effectiveness of security measures.
With over six decades of experience in supply chain risk management, DLA aims to build on its previous successes, such as the program validating microelectronics against counterfeiting. Battaglia highlighted that all DLA employees play a vital role in maintaining supply chain security. The new DLA strategy represents a comprehensive effort to enhance supply chain resilience and security in the face of diverse and evolving threats. This initiative underscores the importance of a proactive and collaborative approach to supply chain risk management across the Defense Department and related entities.
